New York State's Child Support Enforcement program was established as required by law under the Title IV-D of the United States Social Security Act.

Child Support Responsibilities of Every State

In 1975, Congress passed a federal law known as Title IV-D of the United States Social Security Act. This law required every state to:

  • Establish and maintain statewide child support enforcement laws
  • Provide procedures for establishing paternity and obtaining support orders
  • Collect and enforce child support

In New York State, child support services are provided by CSE and Support Collection Units (SCU) in county and in New York City offices .
