D

Default Order - A child support order issued when the non-custodial parent fails to appear in court after having received a summons.

Dependent - A child who is under the care of someone else. Most children who are eligible to receive child support must be a dependent. The child ceases to be a dependent when they reach the "age of emancipation" as determined by State law, but depending on the State's provisions, may remain eligible for child support for a period after they are emancipated.

Disbursement - The paying out of collected child support funds.

DNA Test - Analysis of inherited factors (usually by blood or tissue test) of a mother, child, and alleged father, which can help to prove or disprove that a particular man fathered a particular child.

Domestic Violence - A person may be a victim of domestic violence if their partner or ex-partner physically harms or threatens harm; forces sex or sexual activities; constantly insults or puts them down; follows, harasses or stalks them and/or makes them feel afraid.

Financial Disclosure Form - Paperwork completed by the non-custodial parent that states his or her total income.

Guardian - An individual other than a parent, legally responsible for a child.

Imputed Income - Income that is from fringe benefits, gifts, or previous employment.

Income Execution - A notice issued to an income payer (usually an employer) directing that child support be deducted from a non-custodial parent's wages or other income and sent to the Support Collection Unit (SCU), to satisfy the non-custodial parent's support obligation.

Income Tax Refund Offset - Amount of money taken from a non-custodial parent's state or federal income tax refund to satisfy a child support debt.

Intake - The first step in the child support process that involves all of the activities to open a child support case.

Interstate - The function that provides procedures for establishing and enforcing child support obligations in cases where the custodial parent and child(ren) are located in one state and the non-custodial parent is located in another state.

Judgment - Decision made by the court.

Legal Father - A man who is recognized by law as the male parent.

License Suspension - The court orders the appropriate licensing department to conduct a hearing to determine the status of the NCP's business, professional, occupational or recreational license based on a violation of the child support order.

Lien - A claim upon property to prevent sale or transfer until a debt is satisfied.

Location - The process by which the whereabouts, income, and/or assets of a non-custodial parent are identified and verified.

Lottery Prize Intercept - The process by which NYS lottery winnings are taken to pay for overdue child support.
