The HEAP: Budgeting Self-employment Income web-based course provides training in accurately calculating monthly income from self-employment for the Home Energy Assistance Program (HEAP). HEAP is a federally-funded program designed to help lower-income individuals and families meet their home energy needs. The program is supervised by OTDA and administered locally by county departments of social services.
Self-employed applicants may opt to have HEAP income calculated based on either:
- the last three months or
- based on their income taxes if they filed using the appropriate itemized schedule.
The course explains these options and provides case studies for demonstration.
Objectives
By the end of this course, you will be able to:
- Explain the two options for the budgeting of self-employment income.
- Accurately calculate monthly income from self-employment for HEAP.

- Local district Social Services employees in New York State who are responsible for identifying eligible HEAP applicants and awarding HEAP benefits
