Course Description
HEAP benefits help eligible low income households meet the expenses associated with their residential energy costs. Benefits consist of three components:
- Regular Benefits
- Emergency Benefits
- Heating Equipment Repair and Replacement
The focus of this training is on the Heating Equipment Repair and Replacement (HERR) component. The HERR component of HEAP is available to help qualified low-income homeowners with the cost of repair or replacement of their essential primary heating equipment when that equipment is documented to be unsafe or inoperable.
The course describes the application process and the program requirements and includes a number of case studies demonstrating the program's policies and procedures.
Objectives
By the end of this course, you will be able to:
- Describe how to administer HEAP heating equipment repair/replacement benefits
- Explain the different program requirements for repair versus replacement
- Describe the scope of work in a heating equipment repair and/or replacement
- Identify the application requirements for HERR benefits
- Identify the eligibility requirements for HERR benefits
- Describe the steps in the HERR job proposal process
- State the differences between authorized and prohibited payments

- Local district Social Services employees in New York State who are responsible for identifying eligible HEAP applicants and awarding HEAP benefits
